China
Looks to Religion as an Economic Development Strategy

About the same time as Karl Marx famously stigmatized religion as the "opiate of
the masses," the British were infamously plotting to undermine the ruling
Chinese dynasty by smuggling opium into the mainland from India and using their
military might to open this new "market" , chiefly to balance a growing trade
deficit.
Known as the "Opium Wars," which started in the 1830s and lasted for the next
three decades, this most shameful exercise in nineteenth century
colonialism on the part of the British, and later other Western powers, led to
the eventual political and economic collapse of imperial China in the early
twentieth century and the country's subsequent takeover, first by the Japanese
and then by the Communists. In an effort to eradicate the colonialist
legacy and enforce Marxist orthodoxy, the Communists under Mao banned both forms
of "opium" - the spiritual as well as the chemical.
Once capitalism came back in the wake of world Communism's demise, both forms
started pouring back into China. Until recently the Communist Party seems
to have been more concerned with staunching the flow of the former more than the
latter, but as the current Chinese New Year gets underway, the Central Committee
suddenly has veered toward the position that more of Marx's special brand of
opium may make the new un-Marxist market society function far more efficiently.
A member of the Politburo's Standing Committee told a gathering of
government-approved religious luminaries this past week: "We must take full
advantage of the positive role that religious figures and believers among the
masses can play in promoting economic and social development."
Cynics note that the Chinese Communists, even under
Mao, have routinely offered more freedom to the practice
of religion, if only to determine who is a threat to the
state and who isn't. After such an assessment is
made, repression returns.
But this time it may not be so
easy to turn the clock back. More than a quarter
of all Chinese, some researchers estimate, are religious
believers of some sort. That comes to about 300
million people, which amounts to the total US
population. The native traditions of Confucianism,
Buddhism, Taoism, and Islam dominate, but Christianity -
that once despised remnant of China's colonialist past
when missionaries arrived with the gunboats - is rapidly
moving toward parity.
Chinese officials recognize what
much of the Western intelligentsia is slow to grasp -
that globalization, economic development, political
openness, and the revival of religion all go hand in
hand. Just as Marxism fell into discredit and
disrepair not quite a generation ago, the new
"millennial" generation everywhere on the planet is
turning its back on the older versions of dogmatic
secularism that served as the mainstay of both socialist
and liberal democratic agendas for development for three
quarters of a century.
The traditional religion of China
up until the revolution of 1949 was Confucianism.
Confucianism has always stressed a principle known in
Chinese as li, which is untranslatable, but
generally speaking refers to the way in which a person
combines respect for family and parents with a proper
sense of how to behave responsibly for the greater good
of the community. Confucianism emphasizes
self-discipline, deferred gratification, and social
stability over individual rights and the personal
pursuit of happiness at all costs.
Though Mao condemned historic
Confucian moral beliefs and rituals as decadent and
inimicable to social progress, Chinese leaders nowadays
have come around to the idea that a rehabilitation of
that "old time religion" may be just the thing the
nation needs to preserve its recent economic gains and
stabilize it as a global economic powerhouse.
China is also taking modest steps
to bring back the traditional performing arts, which
always had a clear religious dimension, after Mao tried
unsuccessfully to wipe out 5,000 years of what he
derided as the "feudal past."
Not a few outside observers have
remarked that China is frantically striving to balance
Western materialism with its own indigenous spirituality
in a campaign perhaps to create a post-Maoist
"Confucianism" based on a postmodernized principle of
li. If that's the case and such a program
succeeds in the "new China", the challenge to
America may be more than economic - it may be all those
newly empowered "values voters" from the mainland who
shame us into attesting that faith does indeed matter in
public life.

(Jan 30) A Kuwaiti delegation has demanded a
stop on insults against Islam during the recent Organization of the Islamic
Conference (OIC) in Cairo, Egypt. MPs argued that desecrating religions and
religious symbols should be considered a crime and emphasized the importance of

(Jan 30) A Baptist church in Ohio is being
accused of religious intolerance for allegedly thwarting a plan to build a
mosque on nearby property. The board of zoning appeals in Sugarcreek Township
voted unanimously against a variance request that would have permitted a mosque
to be built. Despite accusations of undue influence by the church, officials say
the rejection was based on the expected sewage and traffic impact.

(Jan 30) Malaysia has banned eleven books for
allegedly giving a false portrayal of Islam. The government ordered the books,
most by U.S. publishers, blacklisted for presenting an image of Islam that is
not in line with the Malaysian version of Islam. Government authorities
regularly review books and publications that could have sensitive material.

(Jan 30) The Uganda Join Christian Council and
Uganda Muslim Education Association have announced that they want more power
over management of government-run schools. In new proposals, they assert that
they are owners and partners with the Government in managing the schools. In
addition to being involved in the formulation of the education development plan,
they argued that they should be involved in monitoring and inspection of schools
and the establishment and appointment of district tribunals to handle appeals
regarding education services.

(Jan 30) A number of Christian groups in
Scotland are concerned about an upcoming gathering by the Pagan Federation.
Celebrants – “all witches, druids, shaman and other pagans of good” – will
gather to celebrate and honor the natural order as an expression of the divine.
On the other side of the issue, a number of Christians believe that
Christianity’s history of demonizing and suppressing ancient religions is
something to repent of. Pagans, and humanists, in Britain are denied official
membership of many inter-faith bodies.

(Jan 29) Turkey’s ruling Justice and
Development Party (AKP) and the Nationalist Action Party (MHP) have worked out a
deal on a compromise head-cover to be allowed on campuses after decades of being
banned. In the proposal, women at universities will be permitted to cover their
heads by tying the headscarf beneath the chin in the traditional way. The joint
proposal will now be presented to parliament. However, the AKP and MHP have more
than enough liegislators to get the two-thirds majority needed to change the
constitution and the Higher Education Law which bans hijab on campus.

(Jan 30) Members of a House Church in China’s
Yunan Province were beaten by police officials after walking into a Public
Security Bureau office to request an account of items, including Bibles, that
were taken from the church and burned by police officials in December. Chinese
law requires officials to issue certificates documenting items taken during
seizures. Church members have requested documentation of the items several
times, but have been turned away by police officials every time.

(Jan 30) A Hindu religious leader, Rajan Zed,
delivered a morning prayer in Colorado’s state Senate for the first time in the
chamber’s history. The opening prayer included the mantra, “Om,” and reading
Hindu scriptures. Zed opened the New Mexico state Senate just a few days ago.

(Jan 30) Twelve priests in the Episcopal
Diocese of Pittsburgh have told Bishop Robert Duncan that they will not support
his efforts to leave the Episcopal Church. The priests said that they want to
let people know there is an alternative if Duncan continues plans to realign the
diocese. However, one rector said that if people feel they need to follow the
bishop, they should go ahead.

(Jan 30) Thomas S. Monson will be announced as
the new president of the Church of Jesus Christ of Latter-day Saints next week.
Gordon Hinckley, the last president, died this past week. Monson has worked
alongside every Mormon president since 1963 and will succeed Hinckley due to his
place as the longest-serving apostle. Monson is known for his compassion,
fondness for modern-day parables of struggle and spiritual triumph, and
willingness to cooperate with non-Mormons in humanitarian causes.

(Jan 30) A woman has been arrested in New
Jersey after trying to rip the turban off a Sikh man’s head. Back at the
precinct, the woman admitted to “touching” the turban, but told cops she was
only joking. She has been charged with bias intimidation and harassment, for
which penalties range from probation up to 18 months in prison. Wearing a turban
is one of the five mandated articles of faith in the Sikh religion.

(Jan 31) Citing the use of “om” in the opening
of the state senate in Colorado this week has prompted a senator to suggest that
prayers “in Jesus name” should again be allowed. Rajan Zed, a Hindu from Reno
has opened the state senates in Colorado and New Mexico in the past few days by
saying “om” and reading from Hindu scripture. Opening the senates with Hindu
recitation has upset a number of Christians in the country.

(Jan 31) For the first time, a general
secretary of the World Council of Churches has taken part with a pope in a Rome
service to mark the Week of Prayer for Christian Unity. In addition, the general
secretary gave assurances of his commitment to continue cooperation. The
Geneva-based WCC has 347 churches in its membership, of which most are Anglican,
Protestant or Orthodox.

(Jan 31)The Church of England has revealed that
church attendance is down during regular Sundays, but up during Christmas and
Easter. In addition, the number taking Communion has increased. Some people feel
that the loss of many regular Church of England worshippers is owing to the
dramatic modernization of church services.

(Jan 31) A local community in Sydney is now
opposing the construction of a Hindu temple. The president of Box Hill-Nelson
Progress Association said that there is no place for domed rooftops in the
small, rural suburb. The proposed building is three-stories tall, along with
domes and flag poles on top of that. Other objections include a lack of parking
for the building’s capacity.

(Jan 31) Alhaji Mohammed Mumuni has called for
the establishment of a National Council for Inter-religious Dialogue in Ghana to
deal with what he describes as “emerging conflict” in inter and intra-religious
relations. He also commended Ghanaian Muslims and Christians for the peaceful
coexistence which has partly contributed to the nation’s continued peace and
development.

(Jan 31) Police in Mozambique have detained
seven people in connection with the alleged abduction of 40 children. Those
arrested included three Muslim leaders, who claim that the children were not
being kidnapped. The children were allegedly being taken to continue their
religious studies in other madrassas, and were taken with the consent of their
parents, in order that they could be trained to memorize the Koran. In addition,
they claim that the parents have put this in writing and had paid for the costs
of the journey. Police seized a truck carrying the children when one child
escaped and denounced the alleged kidnapping.

(Feb 1) Another Islamic theological text has
been banned in Russia. “The Personality of a Muslim,” by Muhammad Ali al-Hashimi,
allegedly emphasizes kindness and generosity towards Muslims and non-Muslims.
However, mass distribution, preparation or storage of the book with the aim of
mass distribution could now result in a four-year prison term. The latest list
of banned books, published on December 29, includes the book as one of sixteen
Islamic titles that were banned last August after a city court deemed it to be
of extremist nature.

(Feb 1) Twenty-one English Bishops have written
to fellow Primates to urge them to reconsider attending the Lambeth Conference.
The letter was sent to the Global South Primates – the Archbishops of Nigeria,
Kenya, Rwanda, Tanzania, Uganda and the Presiding Bishop of the Southern Cone –
who describe themselves as ‘the evangelical bishops in the Church of England.’
The Primates are protesting the Lambeth Conference because of the invitation of
some of their more liberal brothers who advocate tolerance of homosexuality.

(Feb 1) The Anglican bishop of Jerusalem has
announced that he has not been consulted regarding the Holy Land meeting planned
for this summer by a group that opposes the view of some of their brethren that
homosexuality should be tolerated. In addition, he said that such a meeting
would be divisive for the Anglican Communion. Leaders who met in Nairobi in
December announced that they would invite bishops, senior clergy and laity from
every province of the Anglican Communion. Called the Global Anglican Future
Conference (GAFCON), the meeting is set to occur one month before the Lambeth
Conference.

(Feb 1) Hundreds of Christian leaders from
around the world gathered this week to brainstorm strategies to reach the more
than two billion people who do not know Jesus. The Call2All North American
Global Congress convened more than 500 leaders and organizational presidents and
CEOs to figure out how to reach those who have not heard the Christian Gospel.
Participants shared ideas and were introduced to the latest technological tools
for mission activities. This gathering is the first of 40 that will be held in

(Feb 1) The chairperson of the Islamic Council
of Mozambique, Sheik Aminuddin, has denied any knowledge of a plan to send
dozens of children from the north of the country to a madrassa in the south.
After a truck carrying 39 children was intercepted by the police, men in the
truck said they were taking the children to a madrassas, with full knowledge and
cooperation of Aminuddin and the chilrden’s parents.

(Feb 1) According to a new Zogby Poll conducted
for the American Bible Society, the majority of Americans want a president who
mirrors biblical ideals of leadership. The survey suggest that about 60% of
Americans likely to vote say they would be more likely to vote for a
presidential candidate who speaks publicly about following the example of
admirable Biblical leaders and who uses the Bible for guidance in both public
and personal matters. In addition, more than 75% of respondents view believe
that citing Scripture as a means to explain political positions is a positive

(Jan 26) Dar Khalsa, a radical Sikh
organization has held a sit-in on a traffic bridge in India to protest alleged
constitutional discriminations against the Sikh people. The group has called for
the right of self-determination, including the right to secede should they wish.
The party’s president noted that Sikhs have no personal laws because birth,
marriage, adoption and death laws are in accordance with the law of another
religion. In addition, Dal Khalsa has demanded exemplary monetary compensation
and relinquishment of thousands of acres of land in lieu of the land and waters
of Punjab used by Haryana, Himachal Pradesh and Rajasthan.

(Jan 26) Turkey’s Foreign Minister, Ali Babacan,
has voiced concern that the European Union may become a sort of “club of
Christians.” France and Germany are both opposed to full Turkish membership,
claiming that the mainly Muslim country does not belong in Europe. However,
Babacan said that religious lines should not presented as a border and that
allowing Turkey into the EU would allow the bloc to act as a bridge between the
West and the Islamic world.

(Jan 26) A pastor in Pennsylvania is planning
to put teams of chaplains in local bars so they can lend a sympathetic ear to
patrons who may need one. However, the chaplains will not preach against
drinking or evangelize. The organizer simply hopes that participating chaplains
can serve as a sympathetic ear. The bartender who works where the program will
start has said she would not have a problem referring a customer to a chaplain,
and added that sometimes a bar is a place where people go when they’re down.

(Jan 27) Students in Durban were recently
hosted by local families in hopes of combating Islamophobia. The Islamic
Propagation Centre International (IPCI) approached local Muslim families a few
months ago to host students and their lecturers from Whitworth University. The
university program was to gain a better understanding of the country’s diverse
communities, socio-economic conditions and HIV/Aids crisis. IPCI invited the
students to experience Muslim hospitality to clear up misconceptions about
Islam, through personal interaction and encounters with Muslims.

recruited more than 140 Tibetan youths to perform traditional dances at the
Beijing Olympics. However, at the same time, they are cracking down on
monasteries, which they believe are the chief centers of Tibetan culture and
responsible for maintaining Tibetan identity. Now, novice monks are no longer
admitted to replace monks who have died, monks are not allowed to conduct prayer
sessions in temples or special prayers at homes, Tibetan devotees are no longer
allowed to circumambulate temples and stupas, and construction of new stupas is

(Jan 27) An elderly woman is in critical
condition in Bangladesh after Muslim extremists reportedly tried to burn her
alive to prevent her from being baptized as a Christian. The woman was planning
to be baptized this February in the Muslim-majority Rangpur district. The night
of January 7, she and her 9-year-old grand child were sleeping at home when
their home was set ablaze by unknown attackers.

on Christianity and Islam, have drafted a response to the letter Muslim scholars
wrote to Pope Benedict XVI last October. Participants heard papers on the letter

(Jan 28) Security personnel in Kiev, Ukraine
have prevented an act of vandalism against a local synagogue. A Ukrainian
citizen has reportedly been detained after he attempted to damage the synagogue
and make insulting inscriptions on it. He claimed that he was promised a cash

(Jan 28) Archbishop Christodoulos, head of
Greece’s powerful Orthodox Church, died Monday at the age of 69. Christodoulos
headed the church for a decade, and eased tensions with the Vatican during that
time. However, he was viewed as reactionary by his liberal critics. Four days
of national mourning have been announced by the Interior Ministry, and flags are
flying at half-staff across the country.

(Jan 27) Gordon B. Hinckley, president of The
Church of Jesus Christ of Latter-day Saints, also died this week, at the age of
97. Hinckley was ordained and set apart as the 15th president in 1995
after serving 14 years as a counselor in the First Presidency, the top governing
body of the Church, and 20 years as a member of the Quorum of the Twelve
Apostles.

in Samara region has sentenced Adylsh Bakhteyev to a one-year suspended sentence
after he was found guilty of incitement to racial and religious hatred.
Bakhteyev began studying Sunni Islam, an untraditional strand of Islam in
Russia, in 2000 and decided to spread that teaching. After buying a number of
religious books, related to Wahhabism, which contained humiliating and negative
assessments of Jews, Christians, and other Muslims, Bakhteyev started preaching
Wahhabism in his home.

(Jan 28) U.N. freedom of religion investigator
Asma Jahangir has called on Israel and the Palestinian authorities to denounce
all violence inflicted in the name of religion. Jahangir also criticized Israel
for laws barring non-religious people from marrying there, condemned the
mistreatment of women, and intolerance of Christians in the Hamas-ruled Gaza
Strip.

(Jan 28) Hundreds of Episcopalians joined up
this week to reconstitute the Diocese of San Joaquin, one month after most of
the diocese left the national church. More than 350 remaining members met and
decided to move forward and claimed their status as the official Episcopal
Diocese of San Joaquin. When the Diocese of San Joaquin departed last month, it
was the first time in the church’s history that a full diocese chose to secede.
However, even among those that chose to stay, there are differences of opinions
over controversial issues.

Algerian government has begun using Radio Qur’an to broadcast Islam-based
arguments against violence and extremism. Islamic scholars from Algeria and Gulf
countries have already appeared on Radio Qur’an to undermine the doctrinal bases
used by al-Qaeda to justify its suicide operations in North Africa.

(Jan 29) Catholics in Vietnam continue their
prayer vigil despite a government ultimatum that they discontinue. Hundreds of
Catholics are petitioning property which belonged to the Catholic Church until
the Communist party took power. A deputy chairwoman of the People’s Committee in
Hanoi has accused petitioners of attacking security personnel, disturbing public
order, erecting a cross illegally in the former Vatican embassy’s garden, and
spreading distortions about the government on the internet.

(Jan 29) Israel’s Ashkenazi Chief Rabbi, Yona
Metzger, has called for ethnic cleansing of millions of non-Jews in Palestine.
Metzger suggested that the Palestinian people could have a nice country in the
Sinai desert and that Muslims have no right to Jerusalem. Such comments are not
uncommon by religious leaders in Israel.

(Jan 29) New Mexico’s State Senate heard its
first Hindu opening prayer this week when Hindu leaders recited from religious
scriptures, including the Rig-Veda, Brahadaranyakopnisha and Taittiriya
Upanishad. The Hindu leaders urged senators to perform their duties with the
welfare of others always in mind. One of the leaders, Rajan Zed celebrated the
fact that prayers from ancient Sanskrit scriptures could be read in the great
hall of democracy. Zed opened the U.S. Senate with a Hindu prayer for the first
time ever just last year.

have arrested members of the Bahai religious community in Shiraz. According to a
spokesman, 54 Bahais were arrested for propaganda against the Islamic system.

(Jan 29) The Court of Appeal for western Sweden
has ruled in favor of two Muslim mothers who were required to take off their
veils and body-covering clothing at a municipal pool in Gothenburg. The woman
both visited the pool separately with their children but did not swim
themselves. Lifeguards insisted that the women should change into tee-shirts,
citing pool regulations that all people in the pool area wear shorts and
tee-shirts, regardless of whether or not they swim. The Gothenburg District
Court ruled against the mothers last year.

(Jan 29) An Egyptian Court has ruled in favor
of two lawsuits that sought to resolve the government’s contradictory policy on
religious affiliation and identification papers. In both cases, Baha’is wished
to restore their full citizenship rights in a compromise request that they be
allowed to leave the “religious affiliation” field blank on official documents.
The ruling will allow reconciliation between the government policy and
international laws. The government requires all identification papers to list
religious affiliation, but restricts the choice to Islam, Christianity or
Judaism. Many Baha’is refust to lie about their religious affiliation in order
to obtain papers.

rejected a request by a Christian convert from Islam to have his new religion
written on his identity card. The Court of Administrative Justice said that both
that the man did not follow the proper legal procedures. In addition, they
claimed that he could not convert “to an older religion,” because doing so would

precepts of Islam and of Egyptian traditions.”
